Ok. This is really two questions:

1) Can you set up CE so users can only schedule reports during a certain time period?

2) Is there a way to force a report to "abort" if if runs for a certain time? For example: 99.99% of all reports 'should' finish in under 10 min. The reports that do not are almost always written bad and end up bringing the DB to it's knees.

Thanks!

You could use 3rd party tools or WindowsScheduled batch files to STOP and START the ReportJob Services only duting certain windows.

I don't know if SCEHDULED instances would FAIL because they couldn't find an active ReportJob Service - or if they would stay PENDING until the ReportJob Service started up again. You would need to test it....
