Report services 2000 format numeric data

The data stores in format:
5.00
2.50
1.25
0.50

I am trying to format data as
5,
2.5
1.25
0.5

I've tried to convert or drop the zeros by formatting the expression
="#,#.##"
The numbers become
5,
2,
1,
0
Any suggestions would be greatly appreciated.

Right click on the expression and set the place holder setting of a number to use regional formatting
