Report Question for Relational Database

Hope this is the right area to post this thread. This is report problem that I am having trouble
with. I have a header and footer with data and form lines. The detail section is where the
problem lies. This area can print three records to fill the area and then it forces a new page.
FINE! However, when it has only one or two records, I need it to print the lines and graphics as
though it was three records. Otherwise, the center section of the report is partially blank and
looks unprofessional.

This is a report that must be EXACT because it is a mandated form.

Any help appreciated.

Set the Detail section's CAN SHRINK property to NO and set it's HEIGHT to the necessary height to fit three records then you should be home and dry.
