Report group break problem

Hi,
I have a report which currently breaks on a facility which is either set to 1,2 or 3. I want to page break after facility 1 only and group 2 and 3 together as subbreaks, so I added another field and have facility 1 set to a 1 and facility 2 and 3 set to a 2. I put this field in the high order group break and on the group footer I perform a FORCE NEW PAGE AFTER SECTION.
Everything is perfect except that I have a report footer that now does a page break because of the FORCE NEW PAGE AFTER SECTION.
Is there a way to stop the FORCE NEW PAGE when my value is 2 (Eg. last break on report)? I looked at the ON FORMAT or ON PRINT but I am not too sure what do with it.

If I confused anyone, I will clearify. It always sounds clear when the person writting it,reads it.

This must have been confusing because nobody answered. I solved my own problem. I took out the footer break and added the FORCE NEW PAGE AFTER SECTION on the header. Works fine.
