Report gives wrong number of pages in (page of pages)

I have an access report that occasionally gives page 3 of 2 instead of 3 of 3. The report has some fields then 2 sub reports and then 1 final field. The first sub report has a variable number of lines but the 2nd sub report has a fixed number of lines. The problem occurs when the last line prints on page 3 or when the 2nd sub report and the last line print on page 3, but not always. If some of the first sub report goes on page 3 then it seems to print okay. I am using Access 2000. The page of pages is in the page footer.

Can anybody give me some direction where to look to solve this problem.
