Report Footer Problem

I have a report where the top of the report spans across 3 columns then there is the section with 3 columns.

My problem is the report footer keeps going to the next page. I have checked to make sure it does not say to force new page bother before the report footer or after the last group footer.

Does anyone have any suggestions?
