It is not possible to give a user only access to the RCW in CCMA, it is at least 'Historical Reporting' access (in CCMA). There is no need to give supervisor rights away.
You can limit the access for the user via 'Access and Partition Management':
Add an 'Access Class', f.e. 'RCW_Creation', go to the 'Access Class Properties', and set 'Historical Reporting' to: 'Report Creation'
Add a 'User defined Partition' and only select the 'Report Groups' you want to give access to.
Add the User in 'User Administration' and give him or her the 'Basic Access Rights': 'Historical Reporting' and the just created Acces class and Partition.
