Report Builder button not present

have a few users that I wanted to turn on the Report Builder for (they said it was not on one of the SSRS servers but is on another). Their Role is set up to see it and they can get at the url

http://<servername>/reportserver/reportbuilder/reportbuilder.application

--- but the button is no where to be found - this has to be something simple, but after going through all their group's security - I do not see it --- ideas?

When you go into Report Manager and check the security properties do they have Report Builder in the roles?

thanks Onpnt - difference is that the user CAN get to the link that the folks on Decelpmentnow could not... and yes - like I said - their role is set up for Report Builder.

other thoughts?
