Replying with templates more than once

I have set up some users to have auto reply rules on their PCs which reply using a template. This works perfectly. But only once. If an internal or external user e-mails the mailbox with rules set up it replies only once to that address. I need it to reply all the time. I can't find any option within Outlook to switch this feature on or off. These are client side rules and Outlook is always running so it's not down to Outlook being closed.

Any ideas?
