Replication Override missing from ConsoleOne

On the Identification page of Distribution list the Visibility level is the last selectable option. I want to allow only a select few access to this distribution list so I want to set the level to "none" and set the replication override to allow those "in the know" to be able to send to this distribution list. The problem is there is no place on the page to set the replication override. It simply is not there? What am I missing?
