U need to install the replication option.
- get primary keys on all tables is easiest way
- use replication manager
- do some test *before* production, its a mess ( lot of cleanup ) when updates doesnt pass from 1 database to another.
and read the manual, it isnt that bad !

Oracle 8i standard edition includes Basic Replication, but not Advanced Replication. It sounds as if you will need Advanced Replication to support multi-master replication. If you don't need this feature you will probably be ok. It also appears that Basic Replication doesn't come with Replication Manager, so you will have to write scripts instead of using the GUI tool.
