Replicating Directory Structure

Does anyone know how I can create a complete copy of the directory structure of one volume onto another? The reason I ask is because I want to move certain older files from our user data area into a read only area, but people still want to refer to these files by the old structure.

Better still, can I move certain files based on criteria (ie. all older than 12 months etc), into another volume while maintaining the directory structure?

The server is W2K, but we are not yet running active directory. Any way this can be done?
