Replica synch issues

I am having problems getting my client 7 local replicas to stay synched with the server replica. My users keep their emails trimmed and archived only to find that these changes were not seen by the server replica and a quota cap induced on them. My only solution is to make a new local copy and have them re organize emails. There are no limits checked under replication settings.

Kudos to whomever can lead me to solve this old issue.
