Replacing i2007 on BCM Rls 6.0

I have to replace a i2007 on a BCM and it will not take the firmware update. The set is C3N and I am trying to get to C8J. I tried to let the set upgrade by itself and it would just loop. I found the previous tech's notes and it said to do a TFTP upgrade in 2 steps. I tried to do TFTP upgrade but as long as I had the S1 and S2 set to the BCM I could not get the TFTP address in before it would reboot. I had to keep trying to get into the config and take out the S1 and S2. Once I got it out I was able to get the TFTP upgrade info in and the cfg file would transfer successfully but I would get

Transfer of 'i2007.cfg' has successfully completed
"of type 'octet'is requested from xxx.xxx.xxx.xxx(set ip address)
>> 0: Undefined error

I have tried playing with the cfg file but nothing would change.

Any help with this would be greatly appreciated.

Sorry I forgot to say I was trying to goto C6M first. Here is a copy of the cfg file.

I have tried taking out the FW and not having it out. Also tried to change the server ip address to the tftp server address as well.

Does the phone work without the firmware update?. I'm wondering if the certificate on the I2007 phone has expired. We have this problem on a few SRG sites that have the old Nortel branded 1120 or 1140 sets.

Some Nortel branded sets do upgrade!.

No the phone did not work without the firmware. Soon as it was plugged in it tried to upgrade but got into the loop just like the CS1K phones do when trying to downgrade with expired certificates.
