I have a M7410 with a bad handset and another one with a bad base station. How can we use sync the working handset with the working base station. I cannot find a sync button on either nor does the manual seem to say anything. When I power up the hand set it searches but never finds the base station.

Its been a long time, but I think the two a "paired" by default.
There may be an option to pair a base to another handset by doing Feature * * * M7410 on the base.
This has to be done with the handset idle.

I've always taken the desired handset and placed into the desired base. Unplug power and station cord. Replug both cables and let it sync back up for a few seconds. Of course, make sure the old base/handset are powered off. Works every time as I've had a few go out over the years.
