replace a windows server 2003 domain controller

I have an old domain controller, and I am planning to replace it with a better machine. There is an additional domain controller in the domain.The one we want to replace is the Primary domain controller in the domain and the DNS, DHCP server too. I want to keep the same ip and name of the old server with the new server since we have about 70 clients machine mapping to the server drive. Can anyone give a step-by-step instruction of how to perform this task? (also we are running a VB application connecting with our SQL database server on each client computer, do we need to do anything to keep it working well? )

How are the clients mapping the drive? If it's via script, that's simple enough to change to point to a new server. If it's manual, it's simple enough to script a change for that as well.
