On my form I am using a repeating panel with two colums and several rows of fields and a radio button. When I enter a new record the labels for the fields in the second row and the radio buttons do not appear. After I enter the data and go to next field in panel the appear.

That is how it has worked since 1996. Labels placed within the panel do not appear until the current row's record is saved (press Enter or tab into the next row).
Fortunately, Lotus agreed to fix this problem in Smartsuite For Windows 9.8 Fix Pack 1 and that fix carries forward into newer 9.8.x releases.
