I would like to take an image that measures about 1" W X 1/2" Tall and repeat it down the left shared border so that it runs the full length of any page in our site. Of course each page in the site is a different height so the repeating would have to vary depending on the height of each page. What can I do to accomplish the task?

This is a style property: background-image, with repeat set to repeat-y. You can apply this to the body from your style sheet, and the effect you are after wil occur:

BODY {background-image:url('picture.jpg');background-repeat:repeat-y;background-position:left top}

These defintions can be condensed, with variable Netscape success - but this gives you an idea, for more info check out -->
