Repeatedly prompts to reboot [loop; driver; USB; new Hardware; PnP]

I'm installing Win2000p. All Updates are just done by internet.
Every time I boot a message appears:


"Windows 2000 has finished installing new devices. You must restart your computer before the new settings will take effect.

Do you want to restart your computer now?"

I've tried to analyze ntbtlog.txt but it doesent seem to be helpful.

How can I detect which device is meant?

 
A) If unable to log into Windows:

When the computer is booting, and before Windows loads - Press F8 (or whatever key is used for boot menu).

In the boot menu, select Last Known Good Configuration.

If a screen shows up with a selection like Profile 1, hit enter.

Windows should load with the last registry settings used at the last good log-in.

Windows should find devices.

B) When you can log in:

Answer "No" to the reboot prompt.

Right-click My Computer.

Click Manager.

On the management screen, click Device Manager.

Expand the tree view of the devices to find any device with an error symbol (i.e. exclamation point), and reinstall the driver for these devices.
