Reorg and moving files -- Now I know how Dilbert feels

Hey all, we have been "restructured" and now have a new organizational chart. I was just told I need to relocate everyone's files on the server to coincide with new department labels.

Thus far I'm at step one--I have new department folders labeled for the new departments. Some of the files to be moved are generic, shared-to-everyone user files but we also have some creatively designed security structures (which I inherited but never changed). What's the best way to move these files to different folders? I know that Drag&Drop sometimes changes the permissions and sometimes it doesn't. Since I'm going to be dealing with a LOT of HR stuff I want to make sure I don't open up personnel files to prying eyes. I know that xcopy has the /O (Copies file ownership and ACL information) parameter but it seems a bit kludgy. Any ideas? Anyone?

People seem to love Robocopy
I personally use SecureCopy, but it is not free (but not too expensive either)

Thanks TechyMcSe2k. Fortunately we're in the middle of a software RFP so I've been granted a reprieve. This project will be resumed in the fall and I'll re-visit your suggestions then.
