Renting switch and phones

We are bidding on a 5 year project first part is to provide a wireless 2 line POTS shot into a remote mine for connectivity
(with DSL link) And then do the OP and internal cabling.

Part of their request is do we have a switch to rent, we have an older opt 11c that would work great for them as they need monitors/modems/POTS at some of their pump sites.
Install is hourly, that's easy
But how would you put a number to the rental, PABX = X, per phone = X ETC?

Their long term goal is 25 KM aerial fiber placement (which is part of our bid) then go with a "new" VOIP switch.
 
I would go cheap where you win at least a little on the rental but gain on all other sales for the project, almost like you are doing them a favour.
Keep in mind replacements and repair costs, visit costs and refurbishing prices once the project is completed.
Make sure to use the protective covers and or boxes on the phones where needed.
