What is the best way to change the name of client and use the same index that the old name was using and use it for the new name client in Legato 7.1 Networker?

there is a formal procedure for that:

1. write down the client ID (*very important!)
2. delete all client-resource in the NW administrator
3. rename the directory of the client in nsr/index/client_name to the new client_name (this is the client file index)
4. create a new client resource GIVING (specifying) the client ID (from step 1).

Done.

This is the procedure I've executed yesterday. However it didn't allow my new_client to pick up the old name. Does it also require that I add the old_client as an alias also?

I've tried your suggested method already, yesterday.
However I'm unable to see the indexes within Legato. i.e. when I check for 'indexes' within he GUI for the new client, it shows that there are 15 cycles left (3 month browse policy). There are 0kb for each savesets. It totally ignored the browse policy and assumed that this is the beginning of a new browse policy. Therefore if I need to do a restore using the old_name, I will have to use the scanner command.
Also,

Should I excecute nsr_shutdown before changes are made to the indexes?

it's good idea. shutdown nsr server, make the changes, and startup nsr. just in case you can "nsrck -X"
