If I rename a security group, do the NTFS permissions follow the change across the entire AD tree? (e.g. I rename security group ABC to ABC123. Sec. group ABC has permissions to \\server\share. AFTER the rename, the newly renamed group ABC123 have access to the same \\server\share?)

Yes, you can rename a group and wherever you have the NTFS permissions they will follow suite. This is because when you apply a group for NTFS permissions or into other groups is does not go by the group name but rather the group sid, when you rename a group the sid does not change.
