Removing redundant ~PVSW~.LOC file?

Does anyone know how to remove a redundant ~PVSW~.LOC file (the gateway locator file)?

We are using Pervasive.SQL 2000i (SP4), and we have the following:

C:\Apps\data\~PVSW~.LOC -- Set to "SERVER" as the gateway (needs to be there)
C:\Apps\data\system\~PVSW~.LOC -- Set to "SERVER" as the gateway as well (needs to be deleted/is redundant)

The 2nd file is causing backups to fail as the file is open and locked for exclusive use.

We can stop the service/engine and delete it, but the file reappears when its started up again.

There will always be a Locator file in directories where data is located. The second file is not redundant. If there's no data in that directory, you may need to remove it as a permanent gateway. However if there's any data, that file will be needed and if files are open when backups are run, you need to use Continuous Operations (or if you were on V8/V9, you could use Backup Agent).

We use WinZip for backups, as the data files aren't in use when the backup is run - and it’s the cheapest option (being free).

Ignoring that though, the file isn't a permanent assignment - the data directory C:\Apps\data\ is the permanent assignment, and in the gateway locator it shows up as being so. It shows the UNC path to the file, the server name, and permanent assignment tick box is ticked.

Browse to the C:\Apps\data\system\ directory, no UNC path is shown, the gateway is shown as being assigned to the server, but the change button is greyed out, and the permanent assignment is not ticked.

There is no data in the C:\Apps\data\ directory - all the data files are held in sub-directories underneath though.

This setup (without the ~PVSW~.LOC file in the C:\Apps\data\system directory) runs fine in 90-odd locations. Its just one or two, where people have made the mistake of creating the LOC file in that directory, do we have this problem. Thus I need to be able to delete this file and stop it from being (Re)created when the workgroup engine restarts.

Note: I'd really rather not have to reinstall Pervasive.
