Removing read-only from workstation directories via group policy?

I fear in exploring my group policy options I have set this myself somehow.

Once in the c: drive on every computer on the network I can check properties and the read-only box is highlighted. It won't accept a change to archive at the local machine, it just resets back to read-only even though it looks like it goes through the change process.

I'm searching the group policies now, but any help is greatly appreciated.
 
Okay, I'm feeling like the idiot prime at the moment. I guess I never noticed that every directory is set to read-only? I mean, my server is the same way.

This all came about due to me trying to figure out why a shared exel spreadsheet would reset itself to read-only after a few saves from a certain workstation. I found that the temp directory was set to read-only and when he reopened the spreadsheet it referenced the cached info and made it read-only I'm assuming.

Can someone verify my idiocy or suspicions :(.
