Removing DC/ Site from Domain

Hello, I have been given the task of cleaning up AD WITHOUT using Metadata command.
Before my employment here, the DC and other infrastructure equipment was removed along with site shutdown.
They didn't remove the site from AD and as a result are experiencing some problems.
Is it possible to connect the DC to another subnet, add the site/ subnet and clean up lingering objects?

so, in essence, currently there are 4 (A, B, C, & D) one server is DC and 3 are GCs. C is physically gone.
I want to create another site/ subnet to put server from C to correctly clean up lingering objects.

Hope this enough info
