Removing blank space in page - move "article"

I have a report produced by another program that prints to a pdf. I can open and edit the pdf but the first page has a report explanation paragraph I need to remove. I removed the text using the touch-up text tool but I can't seem to move the rest of the page to the top. I tried using the article tool to move but no luck.

I did do a search of the forum - couldn't find a thread to match my search terms.

Any help appreciated - I am a total beginner at editing.

PDFs are not for editing. Really. They're for printing, max. for filllable forms.
Edit the source, not the final pdf.
