Removing access to C: drive via wiandows explore

Hello, I am running a 2000/PS 3/web interface 3 server and would like to publish windows explore to the users. Is there a way to prevent users from seeing the servers C: drive (drive was not remapped)? I would like the users to launch windows explore and naviagte thought their mapped drives without seing the servers local drives. I'm guessing ththat there must be a group policy via Windows or Citrix that addresses can help me here?
