In windows 7, I have a script that removes C:\Users\USERNAME of all the domain users. They do not have roaming profiles, but there profile gets created as a local profile. There user account does not show up anywhere on the computer except for a folder in C:\Users. When I remove their user folder, it assigns them a temporary profile instead of creating them a new profile. This works fine in XP, but does not work in windows 7. Any ideas?

No, I am just removing the folder. But there is no actual user to remove like there is in XP, I was using

net user USERNAME /delete

But a user on the domain in Vista/7 does not create the user account on that computer like XP.
