Remove Underline & Change Color from Link Text

I use CSS style sheets and changed the definitions {text-decoration: none; and changed to color to black but none of the link underlines were removed and the color was not changed from blue to black.

What might I have done wrong? Or should I have done something else.

What is the difference between creating Tags and Class definitions?
