remove SDRR to allow calls to go out normally

Dialing 9171750815x calls are locally terminating. I removed the SDRR of 15 and it didn't change anything. I have no SDRR in NPA 1717, only NXX 508.
Thoughts?

We're not trying to get them to ring in. I want the call to go out normally to the PSTN and terminate on our new system. My DID has been ported to a new carrier and phone system. When I call it on my cell, it rings the new system properly. When I call out on the Nortel phone, it rings on my old Nortel phone, the call isn't leaving the Nortel PBX.


 
Could it be that 9 is AC2 and you are looking at the NPA in AC1, or vice versa?
Also, do you actually dial 91717508xxxx for a number in your free calling area? Could it be simply NPA 717, not 1717?
 
Have you got Zone Based Dialplan enabled and any entries in ZFDP?
