Remove Meeting Request

I have a user that had sent a meeting request out with accepted by attendees. The user edited the meeting to cancel and intend to remove the meeting. At this point, Outlook 2003 didn't give her an option to edit outgoing mail to attendees who accepted the meeting known about. Is this normal or something we can do more about it. We have Exchange 2003 SP2.

If the user deleted the meeting it should have promoted to notify the attendees.
