Remove glare 3

On a PC:
Is there a way to remove the flash glare from a photograph?

If someone can direct me to the tools I can probably figure it out from there but any help would be appreciated.

There are many ways, some easy some simple but time consuming and some difficult. Can you post the pic to a website so we can view and make a suggestion?
