Remove dial 9 from line key IPK

I have an IPK that has been configured in such a way that 1 line key button will dial a 9 first. Just one out of 5 for some reason. The customer changed providers and no longer needs to dial the 9 for that line. I cannot find in SAT where this setting is.
 
I cannot see anything in 4-23 that could be it. I looked into 1-14-06 but none of the ARS entries have added digits. Whenever a user pressed speaker or lifts the handset it grabs a line and dials 9. Pressing a line key does not do this. So it seems to be related to ARS but I cannot see any added digits.
 
Press FNC + 4 at the phone in question to verify the port. Then go back to 4-23 and make sure you are working on that port. 4-23 is used to add a digit when going off hook, or to ring down to a specified station (hot line). LCR comes in to play after you start dialing digits and not when just going off hook.
