remove and distroy "Camp-On"

I have an ipk II customer who keeps getting in camp-on mode on their system on a trunk line. I took the feature code out in cmd 11-12-04 and the one button feature in 11-16. I don't think there is a way to remove the softkey feature, but If there is, would anyone know how to?
No one seems to know who is doing this or how they are doing it. I get a call now once a day or every other day saying the system is camped on a line. My only thought is somebody is hitting the camp softkey on a line and causing it.

Try turning the feature off in class of service.
MB 20-09-07 = 0 off. This feature is on by default.
