Remove all menus in Microsoft Access

I'm using Microsoft Access 2000 and its runtime version to prepare a package in which the client wants no top bar menu. I've directed the Startup feature to use a default menu that I've set as not available, etc. Despite different techniques, I still get a blank bar where a menu would normally appear.

Does anyone have any ideas on an VB code that would prevent the blank bar from appearing.
