Removable Hard Drive Disabled

I am running Veritas BackupExec 10.0 on a Server 2003 box and I have a single removable hard-drive installed. Whenever I swap out the HD, Veritas marks the "device" as offline and keeps it marked as unavailable unless I manually run VBE and changed it to be online.

Is there a way to do this automatically so that the device is re-enabled whenever a new HD is inserted? I have it connected via USB if that makes a difference.

Hoping someone can help.
