Remotely Access SQL Server behind Windows 2000 Network

I have a network of:
1 Windows 2000 Server
:installed with ISA server 2004
:has 2 NIC one connected to LAN(172.24.12.1) & other to WAN (External IP)
1 SQL Server 2000 (172.24.12.3)
4 Windows XP Professional (172.24.12.10 - 14)

All windows xp clients & windows 2000 server are installed with in-house software which pulls data from SQL Server.

Now manager from a branch office would like to access the data from his pc using in-house software.

What is the best method?

I have thought of using VNC where vnc server to be installed on Windows 2000 Server & vnc viewer to be installed on his pc. I dont no whether its a right method or not?

All i want him is to access the data using in-house software, no administration nothin.

But i will be grateful if someone please assist me.

I can think of 2 ways to do this. First would be to establish an VPN between the office's. This might not be proctical on many levels. Performance may be lacking depending on the speed of the internet connections or the amount of data being pulled from the SQL server by this in house app. What i would probably do is put the windows 2000 server in application mode for terminal services. This will require you to setup the terminal service license server but on windows 2000 server this can done for free, you will need to call the MS clearing house though. The license model for windows 2000 terminal server is such that a client can access terminal services for free if the client is running windows 2000 or XP workstation or even vista now i suppose. This functions like VNC but much better.

Forgot to tell that currently the above network is Peer-To-Peer. Its not domain based network.
