My company is reducing the number of WINS servers globally from about 30 to 3. We have about 5000 users running NT4 Servers and most of the clients are NT2000. Most of the sites will be loosing local WINS servers for remote WINS servers. Can we expect problems with WAN traffic for the sites using remote WINS servers?

Yes.

Windows NT and below based systems use WINS as a primary meathod for resolving names on the network. By moving local WINS server out of remote sites, ALL client will have to go across WAN to resolve computer names. Joseph L. Poandl

You will need to have 1 WINS server per site really....
If your company do not want the licensing costs, use an old PC (P166 32MB ram 1gig disk) and install RedHat 7.2 with Samba.... Samba includes a free WINS server (and besides it's great to be able to use one of those old PC's lying around!)
