Remote Users Adding Email Accounts

I have an Exchange 2003 server. I have a branch office that I would like to give 1 user the ability to add email addresses to the Exchange Server/Active Directory. I could just give them the Admin password and open the Firewall on port 3389 to Domain Controller, but I want to have more control over what the user can do. For example, I may only want this user to add email accounts for certain OUs. I do have a Terminal Server I could utilize if Microsoft has a remote tool to utilize. Is there some sort of remote AD tool I could install to create new email accounts on the Exchange Server?
