Remote Storage Manager and Media Copies

We are using Remote Storage Manager (RSM) to back up important data on a Windows 2000 Server. We want to enable Media Copies of the current existing tapes (13 total) but do not have the same number of blank tapes available (only have 2 blank tapes at this time). I would like to know if once Media Copies are enabled, is it a one for one setting (the Admin gets to choose which tape to make Media Copies of) or is it an all or none setting( where you have to have enough blank tapes to cover the currently used ones; 13 for 13)? Please assist.
