Remote Size Limits

Hi. Alot of my GroupWise 5.5.4 remote users set up size limits in their remote mailboxes to avoid time consuming downloads. They do this by going to Remote, Send/Retrieve, Advanced, Size Limits, then selecting "Get contents if smaller than" and specifying limits. I have noticed that this doesn't seem to work. For example, one of my users set up a 50 KB limit so how is it that I can look in our directory structure under \wpgate\async\gwout\user\cmp and find a 17 MB file trying to be downloaded for this user? Does anyone know why this doesn't seem to be working for us? Thanks.
