Remote site IP phone dialtone source?

Where does an IP phone at a remote site with a G430 gateway get it's dialtone? (I believe it's the G430, but not sure) The phones are registered locally. I am having reports of users picking up the handset and getting no dialtone. The are no errors or alarms and no issues with WAN connectivity.

Do a station trace of the phone going off hook.

Are all your network regions connected in the form as "yes" by direct WAN to one another? Or do they all go through an intervening region where the server is to reach all other regions?

Its the idea of building a proper hub and spoke where your phone should reach to the gateway in the same region it's in vs a full mesh where everything sees every other gateway as equidistant from one another, so you'd have no predictability as to where your phone will try to actually pull a gateway resource from.
