Remote Restarting APC 700VA Smart UPS

Hi from time to time I have to restart an APC 700VA Smart UPS at a remote location. At the monomet I have to call someone at the location and pray they do it.

Is there another way (IP or otherwise) to do this? I know some companies do modules that GSM phones can be connected to which can enable remote control. Does anybody have any ideas?
There is a power chute program on it it but this is just for shutting down a PC if one is connected.

You can try the APC Network Management Card, they provide access to the Smart-UPS via the network, they have an option available that has a built in modem for both web and dial-in access.
