I have a customer who has 2 sites with 3300s. They are not clustered currently, but do have a IP trunk between them. They want to page from site A to site B, as well as park calls for site B. Any way to do this?
For the page, create your page groups using the same number of digits as your extensions. Manually enter the page group number in the remote directory form of each respective system. You can then direct page from either system. Speed Dial can be used to shorten the digits dialed.
For park, create a phantom extension to park to and name it. Either system will be able to park and pickup the extension.

Occam's Razor - All things being equal, the simplest solution is the right one.
Does that require a cluster? This system is not clustered. They want calls to come in on switch B, transfer to switch A and be answered by a receptionist. Then the receptionist parks the call and pages someone at site B, when then picks up the call.
To do loudspeaker paging, setup a FAC that is different on each switch (say *20 and *21). Setup ARS to route the call to the other location based on the FAC used.
Eg: For site A to page site B, a user on site A would dial *20, which in ARS is sent to site B.
