Remote notification - allow 9 + dialing

We are using Call Pilot 4.0 and need to restrict callers from dialing 0+9 + number out of a mailbox. We restricted 9 in the "on switch" RPL in Security Administration. When we did that, mailboxes that had remote notification enabled with numbers requiring 9 wouldn't work. Any ideas on how to allow 9 for remote notification without entering every number that needs to be dialed as allowed in the on switch RPL?
