I have a customer with a PRI on an IPO406v2 and EVM. I want to dial in to do changes but the dialin settings don't seem to work. If I set the Incoming route to Any Voice I get a busy signal. If I set the Incoming route to Any Data I get the auto attendant. The later action should not even be possible.

I set up the exact way knowledgebase says to. What's going on here?

first of all

when you make a dail up connection be user that you put in the ip addres that is in the iproute (default 192.168.99.0)
that ip route should have destination : remotemanager (if it is default)

with a pri i thinkyou have use a ddi/did for dail in
there you set any data and destination : dail in
in RAS there should be dail in (leave it default)

then it should work

it looks like you didn't put in the ip adres of the iproute for dail in

What are you using when you try to connect to the IPO, ISDN or modem?

then you need a modem card in the ipoffice
if you have a S0 card or can connect with S0 it will be a lot easyer
