The phones at the remote site are most likely getting their dialtone from the Gateway at that site. That's assuming the ip-network-region form is set up correctly. IP phones will use the MG for DSP resources and TTR resources. Analog devices will also use the MG TDM and TTR resources. This is in normal mode and survivable mode.

You would define the LSP site as a network region other than your main site which should be NR1. You could map the IP addresses in your LSP site under IP-Network-Map and specify the IP Network Region for those IP's. This way your MG (lsp) and your IP phones are in the same region and the phones will use those local resources. (Clarification on the last comment: IP phones do not use TTR resources).

Your ip phones at the remote site should be registered to the main site, if configured correctly, you should be able to power down or reboot the LSP, and your phones should stay up.
The phones will be registered at the main site, but the local phones on any remote site if a gateway is in place should use the DSP resources of the local gateway , as already explained very clearly by hudson22 , Wpetilli this is the second time in two weeks you have asked this question???
