remote laptop internet access

One of our VPs was at a conference and they were waiting for the person to come in and talk to them, and all these people were accessing the Internet remotely. I know you can hookup a cell phone to your laptop and do that, but I thought at one time I saw something where there was a modem you could install on your laptop that would just dial out on it's own. Anyone know about this?

Both of these operate over cell phone infrastructure.
