Remote IP Hardphone via SDSL not receiving dial tone

We have an employee that is trying to get setup to work from home, and has been given an IP Hardphone to use for call access.

From what I can tell, it should be working, but it will not give dial tone. I plug the phone in at the remote site, the display comes up like it is working, but then display reads-- 2011: Registering/ No Signaling Connection

The phone sees our TFTP server here at the office, and when you look in the Definity switch and disp sta., it shows the Registration Status as registered/authenticated. The station's IP Signaling is set to H.245 in the switch.

Our VPN is working fine, seeing as how if he uses IP Softphone from his laptop, it works fine. The remote user, his SDSL provider, and our office all have a static IP address. The SDSL is giving the user 384/384 speeds from his home.

I am not well versed in this area, but it seems as though since softphone and his laptop both have connectivity to our LAN, that the hardphone *should* be working. This has been escalated to Tier III w/ Avaya, but I have a feeling that it's something simple that was overlooked, and am hoping someone knows the fix for this. Any thoughts would be most helpful.
